So it seems that I have found a possible reason why the newer Galaxy client doesn't work on wine. It looks like it doesn't install all the files it needs to function. The previous client version that worked for me was 1.2.8.0, and it installs service executables into C:/ProgramData/ In particular, there are GalaxyCommunication and GalaxyUpdater services.
